NLHS Home Support and Private Home Care: How They Differ

Families in Newfoundland and Labrador often use the phrases "home care" and "home support" interchangeably, and then get confused when the two systems behave very differently. They are separate paths with separate rules, and understanding the difference saves weeks of frustration.

Publicly funded home support

Publicly funded home support is arranged through the provincial system. Access requires an assessment and an eligibility determination, and financial assessment policies apply. Because it is a public program, the process involves waiting, documentation and criteria that are set provincially rather than by any agency.

Eligibility criteria and financial-assessment policies can change. Z Home Care does not publish simplified rules of thumb about savings thresholds or contribution amounts, because those figures move and families deserve current information from the source. Private home care

Private home care is arranged and paid for directly by the client or family. There is no eligibility test and no waiting list beyond the provider's own caregiver capacity. Scheduling is negotiated between the family and the agency, and the plan can change as needs change.

Z Home Care currently focuses on private-pay, non-clinical home-care services and is not represented as an approved NL Health Services agency. That distinction matters: private hours booked with us are separate from any public allocation you may already have.

Using both together

A family may choose to purchase additional private support alongside publicly arranged services, depending on their circumstances and existing arrangements. This is common when the public allocation covers a morning routine but the difficult part of the day is the evening, or when a family caregiver needs a predictable weekly break that the public plan does not include.

When families do this, the privately purchased hours remain separate and clearly documented so there is no confusion about who provided what, and when.

What private care covers well

Private hours tend to be used for the parts of life that fall between the cracks: companionship, accompaniment to appointments and family occasions, help around the house, meal preparation, errands, respite for a spouse or adult child, and non-clinical support in the weeks after a hospital discharge.

What to do first

If cost is the deciding factor, start the provincial assessment process early — waiting lists are real. If timing is the deciding factor, or if the need is a few specific hours each week, private care can usually begin sooner. Many families do both: begin the public process and bridge the gap privately.
